The French regulator Arcep has adopted a recommendation on the consistency of FTTH rollouts. In recent years, Arcep found that some operators' rollout practices could undermine the goal of consistent deployments across the country. In particular, officially announced rollout plans have no rapid follow-through; there are inefficient plans for overlapping networks; and risks of “cherry picking”, i.e. rollout schemes that do not plan to cover the most costly lines, while making it impossible for another operator to do so. Through this recommendation, Arcep aims to ensure operators stick to their commitments when they declare a “target rollout area”.
