What will be keeping regulators busy in 2020?
As we start 2020, we look ahead to the key issues regulators and policymakers will grapple with over the coming 12 months. We consider four broad areas: the first year of work for the new European Commission; the development of 5G (with regard to spectrum awards and network security); broadband policy and roll-out; and the approach to regulating platforms and big tech.
Germany’s 5G auction comes to a bitter end
After nearly three months of bidding, the multi-band auction of 5G spectrum in Germany across the 2GHz and 3.6GHz bands has come to an end. The length of the auction resulted in a high price (€6.5bn), especially considering the award did not include sub-1GHz frequencies.
Ofcom seeks to improve mobile coverage through spectrum awards and sharing
Rural mobile coverage continues to be an issue in many areas of the UK. While the latest Connected Nations report from Ofcom shows improvements compared to previous years, it also finds a significant part of the country is lacking sufficient coverage and will not be in a better place anytime soon, unless action is taken.
Reform of CBRS in the US shows how the FCC values scale in 5G
US regulator the FCC has reformed the rules of the Citizen Broadband Radio Service (CBRS). The changes make licences much longer and wider in geographical scope; this will be seen favourably by the largest mobile operators in the country, whereas small local players will now struggle in obtaining licences.
Italy’s 5G auction: a bad deal for operators at the wrong time
On 2 October 2018, Italy’s 5G auction came to a close, after a staggering 14 days of competitive bidding. The amount raised by the auction far exceeded the government’s expectations, reaching €6.5bn across the 700MHz, 3.7GHz, and 26GHz bands. At such a high price, it is likely that Italian MNOs will face challenges in deploying 5G quickly and efficiently.
Three UK’s road to 5G leadership
On 6 June 2018, Three UK held an analyst event focused on recent network developments, spectrum holdings and plans to launch 5G. While specific details around their 5G launch remain under-wraps, there’s a clear ambition to be a leader from the start. The recent acquisition of fixed wireless access broadband provider Relish, and success in the recent Ofcom auction have positioned Three well to extend their footprint and what can be achieved.
Ofcom completes UK 5G spectrum auction
Ofcom has today announced the outcome of the principal stage of its auction to release airwaves for 4G mobile and future 5G services in the 2.3GHz and 3.4GHz bands. In the auction, Vodafone spent the most of all operators, O2 acquired all of the available spectrum at 2.3GHz and and BT/EE's share of spectrum fell as per the auction rules.
Stakeholders unhappy with spectrum deal as part of the EECC code
On March 1, 2018, the European Commission, the EU Parliament, and the EU Council reached a preliminary agreement on parts of the forthcoming European Electronic Communications Code, related to spectrum policy. The agreement includes the availability of spectrum for 5G in the EU by 2020; a 20-year period of ‘investment predictability’ for spectrum licences; and enhanced coordination and peer review of planned radio spectrum assignment procedures.
Regulators press ahead with plans for 5G amid wider uncertainties
The German regulator BNetzA is the latest in a line of European regulators preparing a 5G spectrum auction. Similar planning is taking place in France and in the UK. The European Radio Spectrum Policy Group has also set ambitious deadlines, with the view to see the first commercial launches by 2020. However, for 5G networks to become operational by such a tight deadline, progress needs to be made not only on the front of spectrum awards, but also on the finalisation of 5G standards and on building comprehensive 5G strategies to identify products and services 5G will support and enable.
