The UK regulator has set out its view on the move to broadband-based call services.
Background: The UK’s telecoms networks will undergo substantial change in the coming years, as companies gradually move their landline customers from the traditional telephone network (PSTN) to VoIP. The transition is expected to be straightforward for most users, but some may require support in updating their services.
The policy statement: Ofcom’s rules ensure phone users receive equivalent protections, however their landline is delivered. Today’s statement sets out Ofcom’s expectations on industry, and the role regulation has to play. Communications providers are expected to work with downstream service providers (e.g. telecare or monitoring systems, currently relying on technical characteristics of the PSTN); support migrating customers; ensure solutions to guarantee access to emergency services; and continue to guarantee the availability of telephone services in areas without reliable broadband.
Future steps: Ofcom will publish a suite of documents in Q2 2019, seeking views on the shape of future regulation on voice. Among others, issues will include management and future use of numbers, as well as interconnection and termination.
