Dutch regulator ACM regulates access to Ziggo’s cable network for the first time

The Dutch Authority for Consumers and Markets (ACM) has completed a new review of the wholesale fixed access market. The decision regulates networks other than KPN for the first time, imposing obligations on cable operator Vodafone Ziggo. The operator has to provide bitstream access over its network, to allow access seekers to offer retail customers at least a bundle of internet with television and/or telephony. Access rates are regulated under a 'top-down' EDC model of Ziggo's costs. KPN is also confirmed as operator with SMP, although it faces lighter regulation compared to the past: the operator can phase out copper access in areas where it has deployed fibre. Vodafone Ziggo announced plans to appeal the decision.
