ANACOM orders changes to MNOs’ zero-rated offers

Following a consultation completed in May 2018, Portuguese regulator ANACOM ruled on the offers of mobile operators MEO, NOS, and Vodafone which include zero-rated content or applications. ANACOM required the three MNOs to amend the offers found to adopt traffic management techniques, which differentiate between general and specific traffic allowances, or are unavailable when roaming in EU countries. The regulator also recommended MNOs to increase their general monthly data allowances. MNOs now have 50 working days to amend their offers, and 30 working days to report on how they will comply and publish the conditions they will apply to parties seeking inclusion of applications/content in their zero-rated offers.
